Easiest/best is to remove the rubrail, sand off the mess, then fill the holes with marine-tex, etc.

Then reinstall the rail, screwing to fresh glass, rather than where the holes were.

When doing this, is there any issue with the hull wanting to bow in resulting in not getting the drill or the screw to pull the hull to the cap?  (Please let me know if I need to elaborate that question)

There are two sets of screws. First set bonds the cap to the hull, second set the rubrail to the cap.

just made some splash gaurds went to Lowe's and picked up some polycarbonate sheet and some rubber from floor mat and came out pretty good.

even made a little lip to keep water from splashing over.
