Can't get to full throttle

I can't get my 1995 envirude 150 to go full throttle. It runs great except it won't go over 11knots.If I grab the fuel rack she'll bark but if I lift the side throttle(in neutral) it barely raises the engine and when it does it takes a second to pick up when I put into gear it picks up and then stops going any faster but there's no bogging down or anything it just seems like I need more throttle? Any Ideas.

Take the air box cover off and see if the throttle butterflies are opening. It sounds like the connecting linkage is loose or separated. Not sure what you mean by "fuel rack".  I believe your engine has the throttle butterflies actually located behind in the carburetors in the intake plenum. Look down the throats of all six carbs with a flashlight and move the throttle lever and see if they are opening up as they should. Other than that, I believe your engine has S.L.O.W that will limit engine speed output if it senses a problem with temperature or oil and tries to protect itself from damage. This is an electronically controlled activity. My heart tells me this is a simple fix.

Thanks Fitz-   When I talked about the rack I meant how all the carbs connect(I'm a diesel mechanic we use that lingo)I did take the air intake off and everything looked good that's when I manually controlled the carbs and they worked great. I would like to know about the other thing you were talking about the low speed that sounds more like my problem. Thanks Pipe
