Boat listing port side 2001 cat 16ft

I just bought this 2001 cat 16 ft boat.  It would lean hard to the left, I read and read forums and all I saw were band aid fixes from moving batteries to trim tabs. I found out from a lot of research it was the prop and caused the boat to list.  The prop had too much torque.

Well, a 160 Tournament Cat.  Check the torque tab on the motor.  With the engine tilted up, looking at the tab from aft, should be at about 1:00...
