I'll answer what I think I see in the photos.I would not guess you have a fresh water wash down unless you aren't showing why you think you have one. I'd bet the hose bib is for a raw water wash.The "scoop" on the bottom of the hull is the raw water supply.Not sure how the bait well gets filled from what you show but the black bar located at the top is an aerator bar fed by the yellow pump.I'll let the members with that type well give you the "rest of the story".The "toothbrush" and string are a nice touch but I don't believe I've seen them used in a bait well before.

Now you got it! Much easier than buckets. Some pumps don't have a lot of pressure (not enough flow) but that can be fixed with a higher capacity pump since you already have all the plumbing and wiring for it.
That's a very "interesting" setup in that livewell. A Mayfair bilge pump acting as a livewell pump. Haven't seen that before, but...Notice you also have a what is probably a diverter valve (see that gray handle?). Turn it one way, your washdown hose bib gets fed. Turn it the other way, it feeds your livewell...at least that's what I'm thinking...
See, I didn't realize the livewell is in the console. Do you have access above where the pickup is? The front fishboxes probably are drained out through a thru hull. They might have one for each. What can you feel under the drain through that piehole?
