Touch Up painting Console / Interior

Okay so one of the many previous owners of my vessel did something insanely idiotic and lazy.  He / she decided to put lacquer or some kind of protective coating on the teak pieces all over the boat, WITHOUT TAKING THEM OFF.  So as you can see, it got all over the hull, the console, and looks like :*:.

So I'm gonna sand / clean the :*: off, and I want to tough up these spots.

What should I use to touch up the paint on the console /  interior?  The areas aren't that large.  Will matching color spraypaint and a clear layer of that finishing spraypaint work?

the best thing to do is to remove whatever that is and compound and wax,if you paint is is very hard to colormatch,try some 600 grit wet dry sandpaper to get the stuff off,maybe some acetone,depends what it is.will it scrape off with a razor?
work on a small section to see what works best.

As usual Pete is spot on.  Try to clean the stuff off the gel coat.  You can try a solvent of some type such as lacquer thinner or acetone.  If that doesn't work wet sand it in small sections until you see the white of the gel coat.  Then buff and wax it to a shine.

Razor to get the stuff off.. There should be little or no penetration to the gel coat then fine wet sand or buff out..  Unfortunately once stuff gets hard like that lacquer thinner or other solvents may not touch it..

Lacquer thinner should take off the residue, its most likely a spar varnish or a "teak oil".  "Teak oil" is just tung oil mixed with parts of thinner and varnish so that it cures faster.  About the only thing lacquer thinner wont remove is catalyzed finishes.
