Most if not all outboard carbs have a brass or stainless plug at the bottom of the float bowls that can be unscrewed for draining. The question is getting access to them. Usually the top two are not a problem, but the third and especially the fourth can be a challenge.

Maxwell,

You should only have 3 carbs. At least my Honda 90's have 3 carbs. Basically, you start at carb 3 and pull the drain hose and place the end in a bottle. Unscrew the carb 3 drain but don't take it all the way out. When 3 is empty, drain carb 2 through the carb 3 drain leaving drain 2 loose. Then do carb 1 the same way, draining through the drain in carb 3.
