15hp Merc won't start

15hp Merc won't start. Doesn't even start for a second. I've torn the carb apart completely. I replaced all fuel lines/hoses and fuel tank. I've replaced the spark plugs.
I've been trying a lot to start this engine and after a while I noticed black oil dripping off of the propeller.
On/Off switch has been tested good. All electrical connections are snug.  

Stator test states B/W to gnd 120-180 ohms. I get 140.
Stator test states B/Y to gnd 3200-3800 ohms. I get 1100.
Stator test states B/Y to B/W 3100-3700 ohms. I get 1040.
Could this be my problem? or might there be something else causing this or my problem as a whole?

The black goo is from trying to start it and filling it full of unburned fuel that hasn't fired. What year and serial number is your 15? You are getting some interesting resistance readings that I would like to verify. You have lost fire on both cylinders correct? Any issues the last time it ran? Is this a two stroke or four stroke 15?

Last time I ran it, I went up the peace river.  I stopped on a bank for a bit and when I tried to restart, it wouldn't.  So I floated back to the ramp.

Just a total shot in the dark and I mean no disrespect because I have done this. Has the man overboard master kill switch been switched to off position? Have you tested that switch to make sure its not faulty?

that's what I was talking about above when I said that I'd tested the ON/OFF switch already and it tested good.  and yes, it is in the on position.
and I forgot to mention that compression is about 105 to 110 on each cylinder.

OK, how about the stop switch on the end of the tiller handle; it tested OK for continuity as well? Its rare for the engine to run well and then not restart after just sitting for a while. Normally, a stator, switchbox, trigger or coils will start to act up before a total failure. Just trying to start from the beginning. How is the corrosion in the stator, trigger and switchbox wiring? Any greenies or broken insulation?

Not to derail, but you guys got hammered today, we're just now getting it over here.  But windy as F!  15-25 all day.  If anybody was crazy enough to be on the water today...

bob, we didnt even put in a single boat!... even our usual 2 or 3 boats that will go out on the roughest days said F-that!

Yesterday was a 2 kilo day. That would be me and Beths estimated weight gain from sitting around the house doing nothing! Went to the Chicken Pantry in Bunnell on US1 for some catfish and chicken and Banana cream pie. Maggie probably knows where it is. Fine fried dining at its best!

here's an update. replaced the switch box cause only one cylinder was getting a spark. now both have spark.  I still have same readings on my stator wires and no fire, so I posted the following on a couple other forums with no response, but I just posted yesterday. hopefully someone will come though.  

here's what I posted....'

I need someone to test the resistance readings from their stator wires so I know if I need to purchase a new stator.
The manual I'm using is for serial numbers 0A197112 - 0D280999
Mine is 0D009790
The manual lists these readings as:
Black/White to engine ground = 120-180 ohms
Black/Yellow to engine ground = 3200-3800 ohms
Black/Yellow to Black/White = 3100-3700

Here's what I get:
B/W to grn = 138 ohms
B/Y to grn = 1180 ohms
B/Y to B/W = 1040 ohms.

Obvious difference, but I just want to make sure.

I assume you checked the stator with the lines disconnected.  If so, my Magic 8-Ball sees a new stator in your future.

so here's an update..
I went to Craigslist.  I found a guy selling the same motor I have and sent him my issue and asked if he'd check his resistance readings.  He did if for me this morning and emailed me back with the results.  His results matched up with what the manual told me in the first place.  
End result is that I need to purchase a new stator.
the magic ball was correct.  I need to get me one of those.
