If you pull the breaker/fuse box down and look on the backside, you should be able to trace the power lead coming into the box to the first breaker, then daisy-chaining (jumping) to each successive breaker. If this lead is coming off the main breaker, it only be supplying power to those breakers that are supposed to be "switched". There should be a second lead (usually coming off either batt 1 or batt 2 on the batt switch) that supplies the float breaker and the stereo memory breaker. If you don't have this second lead, then remove the jumper to the constant hot breakers and add in this second lead.
This should be similar (IIRC, it's been a few years!) to how your fuse/breaker box should be wired...
Your Osprey will not have a FWD BILGE, the Ospreys and Explorers shared the same box...
The ABYC wiring rules basically say a circuit must be protected within 7" of it's source
UNLESS it is encased in sheathing (electrical tape qualifies), in that case circuit protection can be as far as 40" from the source...
