yes- I put meter on the batt terminals- while running same 12.6

Engines will be the problem. I had a hot rod shop for many years but I know less than nothing about outboards and im not afraid to admit it. I am sure one of the Bobs or some one else almost as qualified will chime in shortly.
On a side note , just so everyone knows, all my electrical parts have been ordered so the rewire of the 200 Osprey is about to start. pics and thread to follow shortly

BTW- this may be an important bit of info-  when I purchased the owner reveresed the batt cables and blew the 80amp engine fuse. It started right up after replacement but a good amount of smoke came out of the battery access panel,

That could have fried a good bit of your charging system.  Blowing an 80 amp fuse has about the same effect electrically as a sledgehammer does mechanically.  Check the volts on the engine terminals with the engine running.  If you get 12.2 there, your charging system has gone bye-bye - you don't need to check wiring any further.  You did not say what year model the Yamaha is - if it is a fairly recent model it probably has an automotive-type alternator charging system, not a stator/rectifier setup.  If your motor has the alternator setup, you might just have cooked the voltage regulator, which is not too expensive to replace.

blown rectifier/regulator  replaced and all is well  even the smoke has stopped!!!!!  LOL
