Bob,
Thanks so much for your help.  I decided to get the local shop to build it for me.  Only took 3 days from drop-off to build to test to pickup.  True, it did cost more, but I got the boat back in the water quicker.

I bought a sheet of acrylic, cut it into 2" strips that were as wide as the tank, glued 8 of them across the bottom of the new tank with 5200, then glued the strips to the gel coat in the tank area with Life Seal.  Since the two stainless 1" straps were still in good shape, I pulled those as tight as possible, then used the 5200 to put acrylic strips under the stainless and a layer of plastic strips from a 5 gallon pail to tighten the straps.

I would not have anticipated such an investment in this 86 model Osprey 200, but it is really running great, now!  I look forward to getting out around the Chesapeake Bay Bridge-Tunnel and Cape Henry since the Spanish have started to run.
