Check out a marine surplus or boat salvage and look for a used hydraulic system.  Best money spent.

Finallyl took a complete boat shot in the day and thought that I would share.  One day I will get the bottom paint removed or change to a different color.

Finally removed the helm yesterday and found the problem.  The steering cable did not break but was the cause of the failure.  Inside the steering box, the gear that connects with the shaft sheared.  It looks like cheap white metal.  Can't afford to go with the hydraulic right now so still looking a standard set up.  The current helm is the Big T from teleflex.  Trying to change over to another unit that is a no feed back but the shaft reinforcement looks to be an issue.  Any suggestions?

The Teleflex "No Feedback" helm is compatible with the standard cable. I replaced the helm on my '68 22-2 FB powered by a 175 HP Johnson with that unit & it steers like power steering. Prior to that it was downright dangerous.

I did install a new cable and NFB Helm new years day and finally took the boat out this [past weekend.  When the boat is loaded up even on a good plane, it is still extremely tough to turn.  When the boat is sitting it turns like power steering, but of course it has no load.  Not sure what the answer is but this will have to work for the short term.

Got the new seat installed and took it out for a ride today. The steering is still an issue that I somehow need to find a resolution to.  It was nice to finally have a nice day to be able to take the boat out.  Took the previos owner with me and he is glad to see the boat being revived.

Hello Allen,
read the whole post... to answer one of your questions... your (and mine too) center console was used in 78 and 79 and MAYYYBE 80 (not completely sure) then in 80 or 81 they switched to a different center console. Your boat is reallllly close to bone stock. Your center console is beautifully stock with no rogue holes. Nice specemin. It kinda hurt me to change my dash panel but i went for function over originality. A former poster is right... your port side front cubby is the proper setup with the 2 teak slats and the rubber trim around the edge. They were designed for PFD's but now  they hold my deck lines and my buddies beers.
Word of caution.... remove EVERY screw that is screwed into your deck, transom, or the front piece over the anchor cabinet where the cleats are screwed (dont know what it is officially called) and fill the holes with caulk and re-insert the screws. All my wood is wet and it is from screw hole intrusion or hatches not properly sealed. I did a quick fix on the transom and am doing a quickie on the deck... but im sure in a few years I will be tearing her apart to do it the right/hard/long/expensive way. Your boat looks awesome... enjoy!

Figured it was time to show a little progress on the boat.  Although they are minor, the give a good feel of accomplishment, lol.  Replaced and/or added new gauges (fuel and sending unit, tach, speed w/pitot, and a voltmeter.  Installed a 200w cd/am/fm/mp3 stereo and speakers (hell of a deal) rear mounted tilt switch on the transom, new control cables, bimini top, console cap (thanks KaptainKoz for the idea!!!), painted the motor grey for now, added rod holders in the bow, sikkens cetoled the entire boat, replaced the battens on the front cubbies, added a house battery under the console, and have started sanding the bottom.  Coming along slowly but surely.  Thanks for looking.
