Explorer Gunnel Dive Tank Rack

I've now seen 2 different explorers with dive tank racks int he gunnels between the rod holders. One was on youtube and one was on craigslist. I've uploaded a pic of what they look like. The youtube video where i also saw them is here: https://www.youtube.com/watch?v=6ctyCUO_LO0

I was curious if anyone had any information on these or a source? I have a 210 explorer and would love to find a setup like this to store dive tanks.
