Reattaching Cap

So... I ripped the liner out long ago with no plans of replacing, and I'm preparing to reinstall the cap.  The old bolts that I took out went through the lip of the cap, the hull side, a half inch of bonding putty, and the liner.  I'm not reinstalling the liner, so right now all there is is the cap, hull and a half inch of bonding putty I haven't removed. My intent was to sand off the remaining bonding putty, and then run a layer of 1708 up the hull side from where I'm tabbing in the deck.  I'll obviously be losing some rigidity of the upper hull side, by not having all that meat left in there.  Any suggestions?  Should i just sand it, put a layer of 1708 and bolt it back together?  Should I leave the bonding putty and just glass up to it?  Should i run a couple 2" strips of 1708 tape along the top edge of the hull side?
