I have a 1998 215 dc also, that I have been rebuilding, the two fish wells drain by a bilge/macerator pump. If you look through your bilge inspection hatch you should see a Bosworth Y-valve that will direct the flow to your bait well or to your fish wells and out.
It's not the best system but that's the way they came so Im told. hope that helps?
