I don't see how shallow the 25 can go? I see the draft but I don't know how to calculate draft to how shallow it can go and how big of waves it can handle

By that I mean does an 8" draft mean it can go in 8" of water or how does it work?

8" draft means it takes 8" of water to float it with a level load.  Did you say you want a motor too?  That takes extra!    

I've always thought a  170 or 196 would be cool with a jet drive outboard.  You could run in almost no water...

The Mercury Jet outboard only takes about 2" more water than the hull.

Add about 18” to the draft for an estimate of the shallowest water you can run in.  Some bottoms are harder on props, and cooling systems don’t like mud, so err on the side of caution.  As for how big waves a boat can handle, it’s much more a function of the skipper.  Close 2 footers can beat you up, or a 10’ swell can be kinda fun.  The short answer is, there is no short answer.
