Frozen broken bolts help needed

Any ideas as to how to get penetrating oil onto the bolts holding the bracket zinc? One bolt was broken and I broke the other, now what? Other than inverting the boat I can't figure how to make the oil flow vertically upward.
Any alternate method of removing the frozen bolts that doesn't take specialized tools would be appreciated.

You have to use a good penetrating oil. Also using heat or cold to expand or shrink the bolt up a bit will help it too. For cold get one of those compressed air cans used for dusting off keyboard etc. Turn it upside down and spray the liquid propellant on the the bolt. Really spray it down. The will shock cool the bolt contracting it and hopefully freeing it up. also you can use a map gas torch to eat up the bolt. Same idea except for your expanding the bolt to help break it free. Of course the torch method may damage your paint.

What bracket of zinc are you referring to....on transom below engine bracket? Depending on location, heat cycling with a pinpoint torch and automatic transmission fluid will work when all else fails.

The guy is a genius but I'm sure not following his last piece of advice.
Not at the boat so no pics available now.
The zinc is mounted on the engine bracket that is fixed to the transom right above the bilge drain. The attachment bolts are inserted vertically from the bottom up so I can't see any method of getting penetrating oil to the threads, gravity won't allow it.
When I get the boat out of the barn I'll try the heat, one broken bolt is long enough for attaching vice grips...wish me luck.

Is this on like an Armstrong type bracket? If so I believe those have a nut inside the bracket holding on the zinc.
Either way taking your time is key.
Of course PB Blaster is always a good option. ATF mixed with either WD-40 or even acetone is a good option too.

The zinc is mounted on the bottom of the standard outboard bracket that holds the engine to the transom. I have a can of CRC Freeze Off and a can of Dusting Air, if they don't work I'll go with heat.
I still can't figure out how to make the penetrating oil defy gravity and flow up into the threads.
