Awaiting my new tank to be fabricated, I've taken the time to replace/reconfigure all the wiring in the boat.  Tracing a ground wire from console to inside the starboard circular access port (fuel fill hose & vent hose), I expected to find this ground wire connected to the fuel fill fitting.  It's not.  It's connected to the vent fitting.  Huh?

Shouldn't the fuel fill be grounded and not the vent?  I don't see why the vent would need grounding anyway, the gas station's fuel nozzle doesn't touch the vent.

You are correct the fill should be grounded not the vent.
