A thru hull design would be optimal, allowing you to have options of where to locate the baitwell. However, if you choose this route you would also want a bilge pump installed, for obvious reasons. When I bought my 17 I already had a spare baitwell tank (Aquaworld), 13 gal. If you look closely at the pic you can see 1 of the 2 hardware used to secure well to deck. I took some corrugated tubing and extended it over the transom for the outlet. Transom mounted removable bait pump. Works great.Personally I think you should stay away from those transom mounted bait well boxes. The 17 sits rear end heavy as it is, and depending on the size/weight of your engine, the last thing you want is more weight further aft than the transom. Just my opinion though.
