99 Yamaha 150vmax- whats this?

Doing random maintenance and wondered what was behind these caps on the midsection of my motor. After almost being nailed by the spring loaded cap after removing the screw that holds it on, i found a ground wire that isnt connected to anything, and a large 1.25" washer that was just floating around in there. The picture with the ground wire and washer are on the port side. I popped the cap off the starboard side and there is no ground wire- and I can kind of see/make an assumption of where the washer is supposed to go.

Question is: what is this? And is it something I need to address, or let it ride? Hoping Murphy doesnt come knocking now that I have found this and asked about it after 200hrs of no problems and "ignorance is bliss"

What the assembly is, is your lower engine mount, there is a rubber mount underneath that cap where the two bolts are. The continuity strap is to connect the ground path from the mount bolt back through to the yolk in the front. That ground should be under or on top of that large washer underneath a hex head of that large bolt but the head appears to be corroded away probably because the ground was never connected there. This may have been this way from when the engine was new or someone put mounts in it at sometime and botched it. Either way, I would not worry about it, the thrust on that mount is towards the front so it's not going anywhere.

The other side ironically looks brand new (no grounding strap)...
