blisters above water line?

Another one with bottom paint and side blisters. I haven't seen one yet that had a virgin bottom with side blisters. One day, we will figure this out.

So, today I taped off a small section and hit it with some 80 grit.  Seemed to flatten out pretty well.  Just adds more time to the project...
