Starboard Through Hole

Does anyone know the function of the through hole you see under registration numbers?  The past owner didn't know what it was for.  There is no bilge pump in this boat, but perhaps it originally did??  And if so, this hole was the bilge outlet port??  Your thoughts.  Also, any safe ideas on how to determine if this hole is functional (without lifting deck).

Drains the fish box on your front deck, assuming it still has a hose attached ç

is that a 196?  interesting if it's a 22-2 as mine and the majority I have seen have it on the port side, maybe flatbacks are different. the casting deck on the v-hulls are configured to allow access to it through the port hatch.

Your spot-on, thanks.  Yes it does.  Hosed down the box and it flushed out the hole.  Thanks!
