These icons are still available in the Avatar area
The right hand one is to send a PM to the "poster", the one next to it is to quote the post and PM that to the poster. Hover your mouse over them and a hint will appear.
To see if someone has read your PM go to your Message center and to the Sent box. If the icon beside the PM looks like an open envelope, the person has read it.
