What is this?

One of these is bolted to port and stbd rails just about amidships on the 1971 22.2 I restoring.  I think they must be clamps for some sort of outrigger.  I'd like to know what they are and clamps into them.  Any ideas?  https://fbcdn-sphotos-g-a.akamaihd.net/ ... 9272_o.jpg

I'm grabbing at straws too :scratch:
Do they swivel easily like you could put an oar in them (not sure why you would want to row a 22-2 though)?

Some guys on THT found a picture of them.  They're adjustable rod holder clamps, not much use without the rod holder that clamps into them.  They're coming off the boat in case anyone wants them.
