I'm not doing the work myself- she is being reworked by a professional.  He did an extensive refit on a 23 Seacraft for me several years back that turned out nice.  I think the other boat is an old Wellcraft someone else is redoing.

I'm thinking of closing the small open bilge at the transom and just have 2 small hatches- is this what most folks do on refits?  My hope is that it will self bail  as it appears the floor is 1 1/2" - 2" above the old waterline.   Please share any thoughts

I think it is looking good and your plan is good. I figured on my 222, that between filling in that drain area in front of the transom and replacing with 3/4 in NidaCore with approx 5 layers of glass total on the sheets, It will raise the drain holes approx 1 3/4-2 1/8 inches over the original water line.

I dont want to raise my deck to much and I plan on taking it into the Gulf and the Atlantic. The freeboard will be nice to have.
