That's a bad a** looking boat. A fishing machine with a cabin to clean up and relax to boot.  
I would think that the bridge would expect you to lower the outriggers and antennas (are you getting fried between them?)
I guess they had no clue how to run concealed rigging up to the tower back then - all the 290s look like that.  Does the tower fold?

The riggers do not go down any further, they do not telescope and the antennas do not swivel down either.

That's how it was when I bought her and the way things are welded, its impossible.

I was told by a friend that had a 48' Rybovich the law is kind of sketchy, he said in one way, I could deploy them out in the trolling position which would lower them, but that also makes it tricky and dangerous if other vessels pass by me under the bridge.

In another way to look at the law, he said that the there is a stipulation in the law that the bride tender should open for me because the law sides with me on the fact that it is more difficult for me to deploy them and dangerous, (especially if I'm by myself) than it is for him to open the bridge.

He said that next time I should tell that bridge tender that I'm calling the US Coast Guard to come and make a decision so that I don't have to keep dealing with this "difficult person". (none of the other bridge tenders do this to me, just him)

Well, if you can't lower them then the bridge tender doesn't have a leg to stand on - follow your friends advice and put the tender on his toes.
