Painting prep

I'm working on repairing some holes, dings, and scratches and was curious about whether I'd need to re-gel coat before I put paint as the final layer.  The way I see it, I've got two options:

One, patch the holes with glass and resin and sand it down just below the surrounding gel coat.  Lay down some gel coat, and blend it with the surrounding existing gel coat.  Finally, prime and paint the area to match the existing surrounding paint.

Option two is to just patch the holes with glass and resin and then blend that in with the surrounding gel coat.  Prime and paint as the final layer.

Option two is definitely easier but am I going to end up with paint that starts bubbling or flaking off in a few months/years?

I'm mainly trying to get it looking in decent condition so I can use it for about 5 years before I decide whether or not I should do a full rebuild on it.
