Take the air box cover off and see if the throttle butterflies are opening. It sounds like the connecting linkage is loose or separated. Not sure what you mean by "fuel rack". I believe your engine has the throttle butterflies actually located behind in the carburetors in the intake plenum. Look down the throats of all six carbs with a flashlight and move the throttle lever and see if they are opening up as they should. Other than that, I believe your engine has S.L.O.W that will limit engine speed output if it senses a problem with temperature or oil and tries to protect itself from damage. This is an electronically controlled activity. My heart tells me this is a simple fix.
