I have a 2003 Aquasoprt 215 dc sport when I wash out the inside of the boat the fish boxes fill with water and the center storage box help :salut:

May seem obvious, but take the plugs out of the drains...

Wash the boat with the bow higher than the stern (i wash on my sloped driveway). Most water should bypass the fish boxes and drain out the transom well. The center storage box has a drain (make sure it's not plugged). Water should flow from center storage to fuel tank compartment to bilge compartment. Make sure the drain from fuel compartment to bilge is also also clear.

Water will inevitably always collect in the fish boxes. Hopefully your pump works and you have 8' long arms to reach the Y-valve in the bilge area (below the transom well pie plate). Otherwise, build a contraption that you can turn the Y-valve with (from PVC pipe).

However, chances are that:
a) Your fishbox pump doesn't work (and it's probably the wrong type of pump (i.e. not a macerator))
b) Your fishbox Y-valve is broken
or c) You replaced pump (ouch) and the Y-valve (double ouch) but one of the freakin fishbox drain hoses is clogged (I give up).

In any of these cases, buy a good hand pump and save your back, your time, and your money.

Thanks for the help, I raised the bow and the water has drained, the grey three handle item in the bilage compartment is used for what I bought the boat used and I have never seen one of these three way handle.

I have the 2004 DC. The troughs around the fish boxes are supposed to send the water to the deck drains and not into the lockers but they don't work very well and the fish boxes do fill. Just run your macerator or fish box pump to drain. The gray Y valve is to select raw water washdown or live well fill  when your through-hull is open. As dxs said the ski locker (center storage box) should drain under the gas tank, under the water tank and into the bilge. If it's clogged you may be able to blow it out with a hose or snake it out.
