Cat...as you've said, you're basically looking to replace the port-side stringer. For ease....how about a combo of the ideas you've mentioned? That is, on the replacement stringer, forget the mold ($$$) and go with coosa glassed-in to form the new stringer, foam-filled, with a "permaloy" synthetic top.

Basically the same as what you have, but stronger, with the ability to place screws in the permaloy. Will be less money than taking a mold off the other stringer. And since the deadrise angles are reversed, a potential can of worms. Plus...a bear to get the deck height correct side to side.

Probably easier to just run strings, and build to the strings.

I don't think I would add a bracket or anything else that would move the boat's original CG further aft.  In a smaller boat that shift aft will be more dramatic.  Plus, I like the traditional lines of the 17 (my opinion).  I did add some height to my transom on either side of the motor, the thread below has some pics.

These boats were designed back in the day for a specific HP range/engine weight.  Boats built today are designed with 4 strokes in mind which are generally heavier.  I would try to stay in the same weight range as the original to prevent weight issues at the transom.  I did add height to my deck and rasied the transom drains slightly and have no issues with draining.  I do have a 2S 90HP Yamaha on the back and have been very pleased with performance etc.  Not saying you can't go with a 4S, just be conscious of the weight of the engine in comparison to the original.
