So the shifter has a plastic piece on the bottom and it broke off when the cable seized. Does anyone know where I can get
a shifter for a 1998 Volvo Penta 5.7 GS in an 1998 Aquasport 215 Explorer?

There are probably hundreds of places, do you have a local Volvo-Penta dealer?? here is a link to I-boats, fairly good resource for stuff.
