I want to install under gunnel rod holders. The kind I have been looking at hold 3-4 rods in a rack. My concern is that most want one to drill small holes into the hull for mounting. I am very hesitant to do this. My question is this, do you think 5200 will hold or is there a better product/method?

Ever consider vertical rod racks bolted to the console? I'm most likely not going to re-install the horizontal line tangling good for nothing horizontal under gunwale specials after my rebuild.
In answer to your question, you could hard mount them, by through bolting to the underside of the gunwale, then utilize some wonder adhesive, like 5200, to the hull side. The originals on mine were done this way, except there are two screws run into the fiberglass liner on the bottoms, near the deck, which inevitably fail and pull out.

I have 2 sets of vertical rod holders on the console which are great. However, I leave a couple of rods on the boat and at this point they just sit on the deck under the gunnel.
I row out to my boat and bringing rods back and forth is a PITA.
I gather you aren't pleased with the original UG rod holders?
If you think that 5200 will hold, I'll try that and then if they fail consider bolting through the gunnel. I just hate making any more holes.
When I first got this boat I was remounting the bow rail and was amazed at the moisture content in the cap.

You might try epoxy them in a buddy of mine did that and it worked out great. It was a marine grade epoxy from Polyguard i think.

No, I am less than pleased by them. I'll chalk it up to a bad childhood experience of seeing a school of dolphin meandering around the boat and, me getting the hula popper rigged rod out of said rod racks and, fouling the entire shooting match only to see the school meander off. It seems like every time I use them it ends in some sort of calamity, mostly due to my neglegence, but just the same, rods stored in the rocket launcher never have issue. Which begs the question, is the rocket launcher rod storage for dummies?
I think it's also the design. There's either three or, four in the factory ones, which is great for capacity, but it puts more reel cranks in closer proximity to monofilament which usually results in a bird's nest. I think under gunwale is ideal for flyrods, but that's about it.

I have the original wooden rod holders in the setbacks under the gunwales of my AS and I have to agree that they are pretty useless.
There is room for 2 poles on each side and :
For spinning reels they suck. The top reel lays on the lower rod and sticks out. You bump your leg on it as you pass and knock it out.
For baitcaster types, maybe the reels will not touch the other rod. Don't know, never use that type.
For deep sea fishing, the reels are too big for that area.
When you move, like on the trailer or in the water, it won't be long before the poles are on the floor - at least the reel end anyway.
The answer for me was a 4 tube rocket launcher on one side of the console and a single tube near the anchor locker up front on each side. I replaced my 4-gang with a new all plastic version when I re-did the inside of my boat.
If I could get the wooden ones out without destroying anything I would replace them with a newer kind. Probably wasn't many options back in 71.

All I want them for is storage when I am not on the boat. I have 4 holders on either side of my console. I usually keep 2 rods on the boat at all times.
Radioshack, your dolphin story is similar to what happend to us last night. We pulled into a little cove and were about to drop the hook when a school of what appeared to be Spanish Mackeral exploded 5' off the bow. I grabbed my rod and headed forward. As I was about to cast, I caught one of the rods still in the holder. Finally free, I then tripped. As I raised myself off the deck, I watched the school swim away. My buddy and I started laughing.
