partially submerged 96 evinrude 90 wont start

Yesterday, I pulled a rookie move and forgot to put the plugs back in before launching the boat.  Before I knew what happened the boat took on a ton of water and the engine, which was still tilted up was partially submerged for about 15 minutes as I pulled the boat off the launch.  Now it won't start.  It turns over for about 1 or 2 seconds before it turns off.  Any suggestions.

Do you have a factory service manual?
If so, there is a detailed procedure on how to correctly handle a motor that has been submerged. Section 1-35 in my manual.

Yeah, you need to quickly address that motor situation.  If you do not have a manual, I can offer some suggestions until you get one:

Shoot some light oil (WD40, 656, etc) into the intake when turning over.  Repeat a few times.  Then pull the plugs, and flood the cylinders with the same oil.  You need to displace all the water quickly, or it will rust and bind.  

Then once you get the manual, follow the steps.  

Any time an engine is submerged is is a battle against time.  The sooner you either fire it up, or get it protected, the better.
