Might want to check your tab position all the way up. If you take a straightedge off bottom of transom, tabs should be 1/2" above straightedge for 9" chord tabs and 5/8" for 12" chord tabs. If one was installed level with bottom edge of transom that might explain your roll issues.

I'll check the trim tab measurement, but the reason the trim tabs were installed in the first place was to correct the rollover, the rollover didn't come with the trim tabs, in fact it doesn't roll with the tabs in play.
