What is the advantage of a hawse pipe and below gunwale cleat other than just having a cleaner deck.

I have always liked boats that had this set up but you dont' see it all that much anymore in smaller boats.

Cleaner deck or covering board, plus the cleat can be mounted into a more substantial structural member and only pulls in one direction.  Often deck boards are not that robust structurally - this is true for many Aquasport models, so using a pipe and putting the cleat under allows the cleat to go into something solid.
