I have a 1972 170. The deck drains are below the water level and have screw in rubber drain plugs in them. If this is a self bailing deck shouldn't the drain hole be above the water level?

This is a common problem with the 170's. Do a thread search with "scuppers" and there are numerous posts that should answer some of your questions.

In the day of the 170 you have the motors were light and it WAS a self bailer. What size motor do you have on her now? My scuppers are under too, with a 115 on her.

With a 70hp the scuppers seem to work fine. We put an older 115 Evinrude on her that significantly increased the weight in the stern. Scuppers are under water. We plugged them tight and installed an automatic bilge pump in the trough. No more problems.
With an older boat you have to make some adjustments.
