Fuel Tanks Question

Does anyone know:

Is the Poly Fuel Tank in a 215 Explorer "foamed in", so  if water happens to get thru say the access plate, it would have no where to go and therefore soak into or stand next to the foam?  Or are there gaps somewhere around the tank so the water could eventually leak into the bilge?   

Or maybe they are not foamed in at all?

Not sure if it's the same but there was no foam in my '92 210 Explorer

Need some advice….How to properly secure my replacement Moeller 35G plastic Poly tank in the old fuel coffin well….  Here are some pictures of the tank and fuel well on my 1974 19-6.  Open to lotsa advice..
