Prop for a 250 Explorer

Just put a deposit down on a 2004 250 explorer with a single F225. It currently has a 17 pitch Yamaha saltwater series prop (15.5 inch diameter I believe) that’s a little knicked up. During sea trial it was hitting the rev limiter at 6100 RPM with a half tank and 4 guys and turning about 36-37 MPH. Seems like she’s under propped. I’m curious what other guys with this setup have found success with? I’m thinking about either a 19 pitch 3 blade or a 17 pitch four blade. Looking for good mid range/ cruising economy and planing out at a lower RPM. Would the Mercury Enertia ECO prop in a 17 pitch (larger diameter) make a difference? Would I be better trying a 19 pitch regardless?
