Loose Pilot House Bolts

Greetings!
I recently purchased a 19’6’’ Aquasport Osprey. I believe it is 1988. A previous owner built out a plywood pilot house that is still in decent shape that is secured to the deck with lag bolts. When I took it for my first sea trial it quickly became apparent that all the bolts on the starboard side are stripped and the ones one the front and port side are showing signs of loosening. I am not sure if they are drilled into the stringers.
I have been looking into my different options for fixes. It is my understanding that with this hull there is no access below deck to install backing plates of through bolts without rebuilding the deck.
I am looking for advice on possible fixes that wouldn’t require rebuilding the deck and would greatly appreciate anyone pointing me in the right direction.
I fish in Monterey Bay and it’s not uncommon for me to fish in rough weather so having weak points in the pilot house anchors will quickly become a problem.

Can we see a pic of the inside of the console?

Yea, when I mounted the Farallon pilothouse to my 230 years ago i glassed a flange on the inside about 3” wide, bedded, lagged and caulked both sides to keep water out.
