Raising a factory poured transom

How would you go about raising a factory poured transom from 20 to 25?  Can you build a form and pour on top of the factory transom?

I suppose you could do that - you'll have to allow for the thickness of the glass both inside and outside of the transom.  I think I would drill some 3" deep 3/4" holes vertically into the transom so the pour can tie in the new and old pour - maybe 6 of them?  Just thinking aloud.
Then you'll have to tie into the glass on the outside and gelcoat the new to match.

I'd imagine you would have to grind down into the poured core a few inches. Then drill down into it and insert some stainless rods or something. Probably not an easy chore. If it was easy I would have done it and repowered with twins.
