Looks to be a 13" tire.

ST  indicates "special trailer" designed for trailer service.

It looks like a Goodyear font and is bias ply.

13" is the rim size as Rick stated.

Old school tire size before metric sizes.  probably a 175-13 or a 175/70R13 would be close fit.
