Still need help DRAIN HOSES

Gents thank for the welcome,I still have a problem with the drain hose under the HAITAIN HATCH as you guys call it,It seems the former OWNER allowed the compartment to fill with water and freeze ergo no hose under compartment. I pumped out the compartment and below by sticking a hose in the hole and pumping it out ,must have been 20 gals.
The problem is HOW DO WE CORRECT THIS AND PREVENT FROM FILLING UP AGAIN?i WAS GOING TO PUT A RUBBER CORK IN THE HOLE AND PLACE A BILGE PUMP AND SWITCH IN THE COMPARTMENT,IS THERE A BETTER WAY? ASSIDE FROM CUTTING THE FLOOR OF THE HATCH COMPARTMENT..THANKS JOHN (MEDUSA)

If the compartment won't drain, regardless of what you have tried to do...well, it just wont drain.  Everything that is in need of attention is under the console, the fuel tank compartment, in short, without major surgery, she just ain't gonna drain.

Install a little, cheap 360GPH bilge pump in there and be done with it!
