when starting a refurb, is it always necessary to remove the floor and repair/replace stringers and foam? This was my fathers boat so I know its history, been in dry dock since1998. Thanks for any comments

I think that would depend on what the boat needs,are there soft spots on the floor,is the transom rotten?What types of issues do you need to repair?

The most notable issue is oxidation of the fiberglass, really old wiring, steering and motor. I removed the fuel tank and drained it, it was replaced in 96 so Im gonna clean it out, polish and put back with all new hoses and sending unit. I pulled the center console and plan on repainting and replacing all gauges and completely rewire new switches, lights and replace the helm. It did not have a thru hull live well just areator so I'd like to plumb a live well into the center console as well. There are no soft spots on the floor and the transom is solid. There are small stress cracks on both sides where the step plates are attached aft and a few around the rub rail. I will post a few pics when I figure it out. It still has the original 140 johnson that was last run in 98 so I plan on buying new or slighty used 4 stroke.
Just didnt want to put all this work into it and start putting back together if I dont have solid foundation. The only way I know of to get a look at the stringers is cut the floor??

Im Bryan been lurking around the site for awhile, Me n my dad fished many years in this boat,finally gonna start my own project and hope to fish many years with my son in the same updated ride. We live in southwest florida and the hull is perfect for the gulf coast!!

Pretty much what Pete said, although CB will be on shortly to guide you through the search function, as these types of questions have been asked countless many times before.
Soft spots in the cockpit sole, transom flexing when bouncing on the motor when tilted up, those are the basics. But saturated foam? Have to do some cutting to determine that...

These rebuilds can become a can of worms very quickly. An '89 shouldn't need a complete rebuild IMHO.

Welcome aboard Bryan!!
If the boat has been on the hard since 98 and has no soft spots why are you worried about wet foam in the stIringers? If she has been undercover and open it is likely that she is dry.. Do you see any evidence of retained water? Look for dark splotches in the bottom paint, if there are any you can sometimes flick the paint off then find a crack underneath... If this isn't the case don't kick a sleeping dog, fire up that 140, put her overboard and go for a ride and see how everything runs..
