bow rail and center consol grab rail refinish?

whats the best way to bring out the shine in the railings? or would i have to bring them to a place to be refinished?

Are these stainless?  If they are, I always had good luck using bar keepers friend to scrub off the rust stains then polish them with never dull.

im not sure if there stainless or not but there the original rails from the factory
