Chopping off the top of the cap?

I have a 200 Osprey with a cap like the one on this boat:




I would like to "chop off" the top of the cap and make it a wider, flatter surface (with popup cleats and a non-skid surface), something more like this:



Could it be as easy as just chopping it off right above the rubrail, and then building/fiberglassing a new surface?

Lots of work there to get it to look right.... but anything's possible.  Maybe consider buying another boat with the configuration you want?
