I'm assuming there's no "pump out" built in.  Does anyone know if they're fresh water flush, saltwater or uses what you put into the tank built-in to the head?

The 250 Explorer is pretty plain - jane with few frills, compared to it's big sister, the 275 Explorer. The 250 was made to fish, the 275 was more family friendly with the focus on the cabin and has a small aft.
The 250 is laid out like my 230 and is cabin forward and the cabin has only 4'6" of headroom - seating height only. In my 230 there was room for a port-a-porty between the v-berth bed. The '04 may be the same or they removed the small sink or put the port-a-potty in that cabinet. They also had the port-a-potty on rails and slid it und the helm area. You'll have to read the specs below.
Here is a link to the '04 catalog - https://classicaquasport.com/gallery/showphoto.php?photo=5672&title=2008-catalog-pg08&cat=630
