self bailing deck leaking

I have a 1997 24.6 Explorer. I know the deck drains are leaking but I can only get to on and can't see what I doing.  How to fix the other one I know is leaking too.  WHO and HOW do I get these repaired.  Seems I'm going to have to cut whole in it
