Brandon, it depends on the model boat you have.  Some boats like my little 170 have the gunwales, sides and floor as a "one piece liner". This type of liner is tough to get out. Some of the older boats have a piece of one-side-finished fiberglass glued to the hull sides so it covers the unfinished hull sides. These can be popped off with a little effort.

Thanks rick I should have been more pacific. It’s a 74 222 mod v hull. I’m going to do a full restore here soon and wanted to remove to stiffen the hull sides up

I cut the liner on my 200 CCP.  It gave me a lot more room.  I went with vertical stiffeners (aft they doubled as rod storage) and a longitudinal stiffener about midway.  Here’s a link to the rebuild starting where I decided to cut the liner.

Looking back, I think I would go with cored sides, maybe 1/2” double cut divinycel applied in squares like tile.  It would have saved a ton of fairing.

Scott (Gran398) reinforced the hullsides on his 222 when he rebuilt it and it is much more stable and stronger than before.  His boat is one of the best rebuilds I've seen...
