How about a few photos so we can visualize what you are describing concerning the "valve"?
Your fuel line: are you trying to remove the fill line?
Light reading that may help. Wade through them, you may find what is causing your concern and how to solve.

Where won't it release from, the tank end, or the filler end? Either way, cut a slit in it in the same direction the fuel flows, and it will come off either fitting. Make sure to pull a rigging line through when removing hose to make installing the next fuel lines easier. The way I have done this is by drilling a hole about 2 inches from the end of the fuel hose, tying a rigging line to it with a bowline knot.

Not sure what that could be, I have a 175 but there is no front drainage or bilge.. The bilge pumps out of the starboard stern, just below the rubrail. In the starboard bow under the rub rail is the fuel vent, draining air not water. Agreed pics are necessary

More that likely it is foamed in a little where it goes under the floor and into the tank area. Some people have had luck twisting it to break it free.

Is it near the fuel fill? Could it be the tank vent? Pictures would help us help you?

Could be the thru hull drain for the FWD center fishbox.

I have an Osprey 200. The fuel fill hose was impossible to pull out. I also had to replace the fuel fill fitting; the PO lost the cap to the original. With the fitting out, a flashlight revealed that the old fuel fill hose was sort of pinched between the inner hull, where it went vertical from the floor and the outer hull. I reached in through the inspection plate and rotated the old hose fore and aft several time. That actually moved the thing forward enough to "unpinch" it and it came out easily. Installing the new hose was then easy. I also replaced the vent hose. The through hull just above the starboard water line is a drain for the forward center fish box, and that is a bit forward of the vent.
We were talking to ourselves and using some foul language as we fought the fuel fill hose problem. But we left it for a while and came back to it; I guess patience actually worked to help solve the problem. Hope this helps.
