Baitwell interior paint???

I have a hammerhead baitwell.  The paint is starting to chip on the interior exposing the raw fiberglass.  What kind of paint should I use to repaint?  Also, Do I need to chip/sand away all of the old paint?  Anyone here ever done this project?

Hi, it is probably gelcoat. You can roll it back on with a mini-roller.
