Motor mounted too low or transducer mounted too low

I raised the motor which is a 25in up to the 3rd hole and still get spray. I dont have the transducer mounted yet, and from measuring the transom its 25inches. so my cav plate should be above the waterline. Could it be to high?

I think you will have to observe the cav plate while you are running. Wear your scuba mask :)
